At least 30 days prior to the date of the hearing, the board of governors shall announce the purpose of the proposal and the time and place of the hearing to each of the following: (a) The governing board and district superintendent of each district whose boundaries would be affected. (b) The county superintendent and county committee of each county which has jurisdiction over any of the districts whose boundaries would be affected. (c) The persons designated in the petitions as âchief petitioners.â
