The superintendent shall provide training and technical assistance for the implementation of early education programs for preschool children with exceptional needs, and shall develop: (a) Methods and models for modifications to the regular program prior to referral. (b) Guidelines for program providers. (c) Curriculum and content for programs. (d) Personnel standards for program providers. (e) A plan to meet the unique needs of preschool children who require special education services and who are limited-English proficient and of diverse cultural backgrounds.
