(a) A permit shall not be issued until the minor accompanied by the minorâs parent or guardian appears before the person authorized to issue the permit and submits the minorâs application thereto. (b) A permit shall not be denied for noncompliance with subdivision (a) if all of the following apply: (1) The minorâs school is physically closed for an extended period of time because of a natural disaster, pandemic, or other emergency. (2) The minorâs application is complete and has been successfully submitted electronically. (3) The minor, accompanied by the minorâs parent or guardian, has attended a video conference with the person issuing the work permit. (c) This section shall apply only to minors subject to Section 49130.
