(a) The commission, by July 1, 2019, shall authorize the use of an individual tax identification number in lieu of a social security number for purposes of applying for a credential, or the renewal of a credential, when an applicant cannot provide his or her social security number. (b) An applicant shall not be required to disclose citizenship status or immigration status for purposes of the application or renewal of a credential. (c) An applicant shall not be denied a credential based solely on his or her citizenship status or immigration status if otherwise qualified and eligible for the credential.
