Until a school district receives approval of its budget under this article, the school district shall continue to operate on the basis of whichever of the following budgets contains a lower total spending authority: (a) The last budget adopted or revised by the governing board of the school district for the prior fiscal year. (b) The unapproved budget for the current fiscal year, as adopted and revised by the governing board of the school district.
