Election proceedings may be commenced upon by either of the following means: (a) A petition signed by thirty-five percent (35%) of the registered voters residing in the district shall be presented to the county superintendent of schools of the county in which the district is situated, setting forth briefly the reasons for withdrawal and praying that the question be submitted to the voters of this district. (b) The governing boards of all school districts involved shall agree that an election be held and shall notify the county superintendent of schools of such agreement.
