(a) For the purposes of Section 8 and Section 8.5 of Article XVI of the California Constitution, âenrollmentâ shall mean: (1) In community college districts, full-time equivalent students receiving services, and (2) In school districts, average daily attendance when students are counted as average daily attendance and average daily attendance equivalents for services not counted in average daily attendance. (b) Determination of enrollment shall be based upon actual data from prior years and for the next succeeding year such enrollments shall be estimated enrollments adjusted for actual data as actual data becomes available.
