A regional educational data processing center may consist of any of the following: (a) One educational data processing center maintained by the governing board of any school district having an average daily attendance of 100,000 or more pupils. (b) One educational data processing center maintained by the county superintendent of schools that provides data processing services to two or more school districts within or without the county, having a combined average daily attendance of not less than 100,000 nor more than 300,000 pupils.
