The board shall: (a) Determine the qualifications of persons applying for certificates under this chapter. (b) Make rules for the examination of applicants and the issuing of certificates provided for in this chapter. (c) Grant certificates to such applicants as may, upon examination, be qualified in professional shorthand reporting and in such other subjects as the board may deem advisable. (d) Adopt, amend, or repeal rules and regulations which are reasonably necessary to carry out the provisions of this chapter.
