(a) The board shall enforce this chapter. (b) The powers and duties of the board, as described in Section 3541.3 of the Government Code, shall also apply to the board’s administration and enforcement of this chapter. (c) The board may adopt rules and regulations as necessary to implement this chapter. (d) The board may, where necessary and consistent with the purpose of this act, construe any provision in Section 3541.3 of the Government Code, or a related statute or implementing regulation applicable to the board, referring to “employee” or “employees” to include a “transportation network company driver,” as defined in Section 7470.2, referring to “employee organization” to include a “transportation network company driver organization,” as defined in Section 7470.2, referring to “exclusive representative” to include a “certified driver bargaining organization,” as defined in Section 7470.2, and referring to “employer” to include a “transportation network company,” as defined in Section 7470.2.
