(a) The board may appoint such committees, officers and employees as it deems necessary or proper, and fix and pay salaries and necessary expenses. (b) The members of the executive committee of the board shall include at least one board member appointed by each of the following appointing authorities: (1) The Supreme Court. (2) The Governor. (3) The Speaker of the Assembly. (4) The Senate Committee on Rules.
