A license that is not renewed within three years after its expiration may not be renewed, restored, reinstated, or reissued, except that a former licensee may apply for and obtain a new license if he or she complies with all of the following: (a) No fact, circumstance, or condition exists that, if the license were issued, would justify its revocation or suspension. (b) He or she takes and passes the current examinations required for licensing. (c) He or she submits an application for initial licensure. (d) He or she meets the requirements pursuant to Section 4999.51.
