(a) A local jurisdiction may enforce this division and the regulations promulgated by the department if delegated the power to do so by the department. (b) The department shall implement the delegation of enforcement authority in subdivision (a) through an agreement between the department and the local jurisdiction to which enforcement authority is to be delegated.
