(a) Except as provided in this section and in Chapter 25 (commencing with Section 26300), this division does not authorize or permit a licensee to transport or distribute, or cause to be transported or distributed, cannabis or cannabis products outside the state. (b) A local jurisdiction shall not prevent transportation of cannabis or cannabis products on public roads by a licensee transporting cannabis or cannabis products in compliance with this division. (c) This division does not prohibit industrial hemp or cannabis products derived exclusively from industrial hemp from either of the following: (1) Being continuously transported through California without entering the licensed market, provided they are not sold in California. (2) Being shipped out of California by a licensee.
