Except as provided in Section 23771.5, a distilled spirits license of any kind, except a distilled spirits manufacturerâs, a craft distillerâs, or a distilled spirits manufacturerâs agentâs license, shall not be issued to any person, or to any officer, director, employee, or agent of any person that manufactures distilled spirits within or without this state.
