A beer and wine wholesalerâs license also authorizes the labeling, bottling, or packaging of wine in accordance with and subject to the rules of the State Department of Public Health. A beer and wine wholesalerâs license shall not permit the sale or delivery of wine to consumers in containers supplied, furnished, or sold by the consumer.
