A wine blender’s license authorizes the person to whom issued to exercise all of the privileges of a winegrower’s license except: (a) To crush and ferment and produce wine from grapes, berries or other fruits. (b) To obtain or be issued a duplicate winegrower’s license as provided for in Section 23390. (c) To buy, sell, receive or deliver wine from persons other than authorized licensees. (d) To sell and deliver wine to consumers for consumption off the premises where sold. (e) To exercise on-sale privileges as provided in Section 23358 of this code.
