(a) The board shall establish and maintain a general office for the transaction of its business in Sacramento. The board may establish any branch office for the transaction of its business at a place to be determined by it, and may hold meetings at any other place within the state when the interests of the public may be better served. (b) A public record of every vote shall be maintained at the boardâs general office and posted on the boardâs internet website. (c) At least four members of the board shall concur in the taking of any official action or in the exercise of any of the boardâs duties, powers, or functions.
