With the approval of the director, the chief may adopt rules and regulations necessary for the administration of this chapter and declaring the policy of the bureau, and shall determine when any article, not otherwise clearly defined, is âupholstered furnitureâ or âbeddingâ or âinsulationâ under the provisions of this chapter.
