Notwithstanding any other provision of this code, each member of a board, commission, examining committee, or other similarly constituted agency within the department shall hold office until the appointment and qualification of that memberâs successor or until one year shall have elapsed since the expiration of the term for which the member was appointed, whichever first occurs.
