Regional composting program

(a) Each regional solid waste management board shall establish a program for the composting of yard waste. (b) Each board shall establish a pilot program for the composting of yard waste collected in an area with a population of at least five thousand (5,000) persons. The pilot program shall be established in each regional solid waste management district by July 1, 1992. Acts 1991, No. 752, § 2.
