Hierarchy of waste minimization

It is the policy of the state to adhere to the following hierarchy of waste minimization and management: (1) Reduce waste production at the source; (2) Recover and reuse resources and wastes; (3) Recycle on-site or, if this is not feasible, off-site; (4) Treat wastes to reduce volume and toxicity, including incineration; and (5) Dispose of any remaining wastes in a manner which serves to protect the quality of air, water, and land resources. Acts 1993, No. 1273, § 1.
