(a) The appropriation to defray the expenses of any constitutional convention which may be called after a vote of the people shall be made by the next regular session of the General Assembly convening after an affirmative vote on the calling of a constitutional convention. (b) The proposed budget for the expenses of the convention shall be prepared by the Governor and promptly submitted to the General Assembly for action thereon. (c) Delegates to the convention shall be paid at the rate of twenty-five dollars ($25.00) per diem for each day of attendance at meetings of the convention or its committees, plus their necessary travel expenses.
