(a) It further shall be the duty of the University of Arkansas for Medical Sciences Medical Center to collect fees from patients in all cases where it is established that the patient is able to pay, either through insurance coverage or his or her own resources, a part or all of the medical or hospital costs incurred. (b) Billings to patients shall be made on a periodic basis. (c) In cases of willful refusal to pay, the medical center is directed to take whatever legal action is necessary to satisfy the account.
