(a) As used in this section, "institution of higher education" means a college or university that is a: (1) State-supported two-year or four-year college or university; or (2) Private, nonprofit two-year or four-year college or university that is eligible to receive Title IV federal student aid funds with its primary headquarters located in Arkansas. (b) An institution of higher education may designate a current member of the staff of the institution of higher education to serve as the liaison for students who are homeless, in foster care, or who left foster care at eighteen (18) years of age or older if the institution of higher education determines that there is a need for a liaison for students who are homeless, in foster care, or who left foster care at eighteen (18) years of age or older. (c) A liaison for students who are homeless, in foster care, or who left foster care at eighteen (18) years of age or older under subsection (b) of this section shall: (1) Inform prospective and current students of the institution of higher education who are homeless, in foster care, or who left foster care at eighteen (18) years of age or older about: (A) Financial aid; and (B) Other means of financial assistance available to the students of the institution of higher education who are homeless, in foster care, or who left foster care at eighteen (18) years of age or older; and (2) Assist students of the institution of higher education who are homeless, in foster care, or who left foster care at eighteen (18) years of age or older in applying for and receiving: (A) Federal and state financial aid; and (B) Other available services designed to assist students who are homeless, in foster care, or who left foster care at eighteen (18) years of age or older with navigating and successfully managing coursework and student life.
