(a) Each consortium that desires to receive a grant under this subchapter shall submit an application to the director or the Arkansas Higher Education Coordinating Board, as appropriate, at such time and in such manner as the board shall prescribe through rule. (b) Each application submitted under this subchapter shall contain a three-year plan for the development and implementation of activities under this subchapter.
