(a) Section 22-3-1301 et seq. grants preference to trained blind individuals in the operation of vending facilities on certain state-owned or leased property. Further, such vending facilities provide productive employment to qualified blind persons resulting in earned income which returns tax dollars to the state. Therefore, it is the specific intent of this section to continue such vending preferences allowed under § 22-3-1301 et seq. with all rights and responsibilities required therein at all vocational-technical schools where they now operate. (b) Any institutional consolidation resulting from this chapter shall include plans for continuation of vending facilities at the preceding locations subject to § 22-3-1301 et seq. Acts 1991, No. 1244, § 38.
