Custodian of funds - Payment of bills, warrants, etc

(a) The Treasurer of State, in consultation with the Secretary of the Department of Education, shall have the custody of all moneys, notes, securities, and other obligations belonging to the Arkansas School for the Deaf and shall be responsible for them under his or her bond and oath as the Treasurer of State. (b) The Treasurer of State, in consultation with the secretary, shall pay all the expenses of the school out of the funds appropriated for the use of the school, upon warrants drawn by the Auditor of State in favor of the Board of Trustees of the Arkansas School for the Blind and the Arkansas School for the Deaf, who shall issue his or her warrants upon orders signed by the Chair of the Board of Trustees of the Arkansas School for the Blind and the Arkansas School for the Deaf and at least two (2) members of the board of trustees, except as herein otherwise provided.
