(a) The State Board of Education may: (1) Make rules to implement this subchapter; (2) Require reports from school districts on the use and distribution of these items; and (3) Do whatever else may be necessary for the general welfare of the public school instructional materials system in order to acquire the items at the lowest possible cost.
