(a) The certificates shall be executed by the manual signatures of the Chair of the State Board of Education and the Secretary of the State Board of Education. (b) In case any of the officers whose signatures appear on the certificates shall cease to be that officer before the delivery of the certificates, his or her signature shall nevertheless be valid and sufficient for all purposes.
