Construction of subchapter

(a) This subchapter shall be liberally construed to accomplish its purposes. This subchapter shall constitute the sole authority necessary to accomplish the purposes of this subchapter, and to this end it shall not be necessary that the provisions of other laws pertaining to the development of public facilities and properties and the financing thereof be complied with. (b) This subchapter shall be interpreted to supplement existing laws conferring rights and powers upon the Commission for Arkansas Public School Academic Facilities and Transportation, and the rights and powers set forth in this subchapter shall be regarded as alternate methods for the accomplishment of the purposes of this subchapter.
