(a) Noncredit remedial courses of instruction taken by a student at a state-supported institution of higher education in this state to qualify for unconditional admission to the institution or to another state-supported institution of higher education in this state may be included within the meaning of public school purposes. (b) Nothing in this section shall be interpreted as authorizing a state-supported institution to receive direct payments from the Division of Elementary and Secondary Education or from a school district for noncredit remedial courses taken by a student.
