(a) The General Assembly recognizes: (1) The importance of adequate eye and vision care for school-age children as an important component to maximizing their educational opportunities and classroom performance; and (2) The need for a study to be conducted to evaluate eye and vision care in school-age children and to develop a strategic statewide plan regarding the needs and solutions of eye and vision problems of school-age children. (b) Therefore, the purposes of this subchapter are to create a commission to conduct such a study and to make findings and recommendations to the General Assembly and the Governor.
