Early childhood and kindergarten programs - Tuition, etc., prohibited

(a) The State Board of Education and school district boards of directors are prohibited from initiating new or additional programs, studies, research, or demonstrations with revenue derived from fees, tuition, or other contributions charged or received from students participating in public school kindergarten programs. (b) The specific intention of this section is to prohibit the charging of fees or tuition in order to pay for the operation of public school kindergarten programs, and no other interpretation shall be given to it.
