As used in this subchapter: (1) "Executive head" means a superintendent of a public school district or the head of an open-enrollment public charter school; (2) "Institution" means property that is owned and operated by a public school district or an open-enrollment public charter school; (3) "Institutional law enforcement officer" means an individual who is appointed under this subchapter by an executive head to exercise law enforcement authority on the property of an institution; (4) "Primary jurisdiction" means the property over which an institutional law enforcement officer may exercise authority; and (5) "Property" means both real and personal property that is owned by or under the control of an institution, and includes without limitation all highways, streets, alleys, and rights-of-way that are contiguous or adjacent to real and personal property that is owned or controlled by an institution.
