(a) The General Assembly finds and declares that junkyards and automobile graveyards that do not conform to the requirements of this subchapter are public nuisances. (b) The provisions of this subchapter may be enforced by means of restraining order, mandatory injunction, or other appropriate remedy for the abatement of these public nuisances by: (1) The State Highway Commission; or (2) The circuit court of the county in which all or part of a junkyard or automobile graveyard is situated upon application by a city or county.
