Expenses paid prior to allocation

The pro rata salaries of the state aid engineer, his or her assistants, and all other employees of the State Aid Division, as well as all other expenses incurred by the Arkansas Department of Transportation, shall be paid from the State Aid Street Fund prior to allocation to the several municipalities.
