(a) The State Highway Commission shall have authority to employ a consulting engineer whenever it deems the services of such an engineer to be necessary or advisable, at a compensation to be agreed on by the commission and the engineer, with the amount of the compensation, however, to be subject in all cases to the approval of the Governor. (b) All district highway engineers and other responsible engineering positions shall be filled by an engineer licensed under the laws of Arkansas.
