Arkansas Code § 27-51-101

As used in this chapter, unless the context otherwise requires: (1) "Local authorities" means all officers of counties, cities, villages, incorporated towns, or townships; and (2) "Public highways" means any highway, county road, state road, public street, avenue, alley, park, parkway, driveway, or any other public road or public place in any county, city, village, or incorporated towns.
