(a) Any person operating any vehicle transporting any explosive or other dangerous articles as cargo upon a highway shall at all times comply with the requirements of the rules promulgated under this section. (b) The State Highway Commission is authorized and directed to promulgate rules governing the transportation of explosives and other dangerous articles in vehicles upon the highways as it deems advisable for the protection of the public.
