Arkansas Code § 27-19-205

"License" means any operator's or chauffeur's license or any other license or permit to operate a motor vehicle issued under the laws of this state, including: (1) Any temporary license or instruction permit; (2) The privilege of any person to drive a motor vehicle whether or not the person holds a valid license; and (3) Any nonresident's operating privilege as defined in § 27-19-208 . Acts 1953, No. 347, § 6; A.S.A. 1947, § 75-1406.
