(a) This subchapter shall apply to all motor vehicles operated on the highways of this state which are in transit from a manufacturer to a dealer or from one dealer to another, whether the vehicles are driven or towed. (b) Nothing in this subchapter shall be construed to exempt trucks or trailers hauling cars for delivery, except in case the truck or trailer is also in transit for delivery.
