(a) As used in this subchapter: (1) "Decal" means an attachable material of such form and substance as the Secretary of the Department of Finance and Administration may prescribe by rule; (2) "Proper application" means a completed application form which meets all of the requirements relevant to securing a trailer license, including the submission of proper fees within the required time; and (3) "Trailer" means utility trailers, horse trailers, dog trailers, and other small and medium-sized trailers having a gross loaded weight not in excess of six thousand pounds (6,000 lbs.).
