(a) The Secretary of the Department of Finance and Administration is authorized to promulgate rules regarding the maximum and minimum number of letters, numbers, or symbols on special personalized prestige license plates issued under this subchapter. (b) The secretary may also promulgate such other rules as shall be deemed necessary or desirable for effectively carrying out the intent and purposes of this subchapter and the laws of this state relative to the regulation and licensing of motor vehicles.
