(a) Every owner of a motor vehicle subject to this subchapter shall report to the Secretary of the Department of Finance and Administration any change of address from that listed when the vehicle was registered. (b) The willful failure or neglect of an owner to report the change of address shall be a misdemeanor and shall subject the owner to the penalties provided by § 27-14-301 and shall relieve the secretary of any obligation of notifying the owner of expiration of his or her motor vehicle license and registration.
