The office of the Lieutenant Governor may transfer an appropriation from any line item authorized in the operations appropriation of the office of the Lieutenant Governor to any other line item authorized in the operations appropriation of the office of the Lieutenant Governor if: (1) The Chief Fiscal Officer of the State approves the transfer of the appropriation; and (2) The transfer is reviewed by the Legislative Council or, if the General Assembly is in session, the Joint Budget Committee.
