Arkansas Code § 23-17-303

As used in this subchapter, unless the context otherwise requires: (1) "Commission" means the Arkansas Public Service Commission; (2) "Interexchange carriers" includes persons, corporations, or other organizations which provide communications services which interconnect with local exchanges under provisions of the interstate and intrastate access charges tariffs and may include such other persons, corporations, or organizations engaged in interexchange communication services as the commission may find necessary for the successful administration of the fund established in § 23-17-304 ; (3) "Interexchange communication services" means all services whereby interexchange carriers transmit voice, data, or other messages within Arkansas, whether or not the transmission is at any point on the facilities of a local exchange carrier; and (4) "Local exchange carriers" means persons, corporations, or other organizations which provide local exchange telephone service as defined by the commission.
