It is the purpose of this subchapter to empower the Arkansas Public Service Commission to submit a satisfactory certification pursuant to Section 5 of the Natural Gas Pipeline Safety Act of 1968, Pub. L. No. 90-481, and to otherwise protect the public peace, health, and safety of the citizens of this state. Acts 1971, No. 285, § 9; A.S.A. 1947, § 73-1916; Acts 1991, No. 793, § 1.
