Foreign and domestic motor carriers, motor private carriers, leasing companies, brokers, and freight forwarders shall not operate in interstate commerce in this state without: (1) Being registered with a base state; and (2) Paying all fees as required under the Unified Carrier Registration Act of 2005, Pub. L. No. 109-59, § 4301 et seq. Acts 2007, No. 232, § 2; 2009, No. 164, § 3.
