(a) (1) If any franchise holder or other person is aggrieved by any action of the Arkansas Racing Commission, the franchise holder or other person shall be entitled to a hearing by the commission. (2) The hearings shall be conducted in accordance with the rules and procedures governing other commission hearings. (b) (1) At the conclusion of the hearing, the commission shall make its findings to be the basis for the action taken by the commission. (2) The findings and orders of the commission shall be subject to review in Pulaski County Circuit Court, from which an appeal may be taken to the Supreme Court. Acts 2005, No. 1151, § 1.
